Abstract

The California State Water Resources Control Board’s Division of Water Rights oversees and administers the State’s complex water rights priority system. Staff from the Division of Water Rights will give an overview of California’s water rights priority system before presenting on the development and implementation of the Water Unavailability Methodology for the Sacramento-San Joaquin Delta Watershed, used to determine water right curtailments during the 2021-2023 drought.

Bio

Riley Nolan is a Water Resource Control Engineer in the Division of Water Rights Drought Planning Unit. Since starting with the State in 2021, Riley has mainly worked on drought response in the Delta Watershed and data quality and compliance improvement for the State’s surface water measurement and reporting regulation. Prior to his work with the State, Riley was an engineering intern for Tulare Irrigation District in California’s Central Valley and an intern of applied ecology at the Auckland University of Technology in New Zealand. Riley has a B.S. in BioResource and Agricultural Engineering from Cal Poly San Luis Obispo.

Jesse Jankowski is a Senior Water Resource Control Engineer Specialist in the Drought Planning, Hearings, and Special Projects Section of the Division of Water Rights. Jesse has been at the California State Water Resources Control Board since 2018, working on emergency drought response, water allocation and availability modeling, water rights database and mapping systems, and statutory adjudications of water rights. Jesse obtained his MS in Water Resource Engineering from the University of California Davis, where he did graduate research on remote sensing of evapotranspiration. Jesse has also worked as a consultant for Native American Tribes on water rights quantification and settlement, and he holds a BS in Environmental Engineering from Colorado State University.
